TLC THE BIG PICTURE
PROJECT
In September 2024, TLC embarked on an initiative to develop independent, science-based catchment plans for the 17 sub-catchments of the Tukituki River.
The six-month project, TLC The Big Picture, will consolidate comprehensive, evidence-based data to identify critical environmental challenges specific to each sub-catchment whilst also identifying practical, cost-effective solutions.
The project will adopt a multi-faceted research approach, combining field investigations, insights from local farmers, and an in-depth analysis of existing studies and data on the Tukituki catchment.
Once the research is complete, TLC will launch THR3E - three practical steps that farmers in each sub-catchment can implement over the next three years. Additionally, TLC will introduce the TLC Farmer Toolbox, designed to support landowners in making informed decisions and enable them to implement changes with confidence, ensuring that time and money are invested wisely.

“We’re tackling the big issues sub-catchment by sub-catchment, with the aim of piecing together the bigger picture".
Richard Hilson, chair of TLC
Environmental planning consultancy Environment, Innovation and Strategy Ltd (EIS), led by co-director Matt Highway, is managing the project. Matt has worked in catchment, biodiversity and land management for over 20 years with regional council and for the primary sector.
"Operating at this scale is a fantastic opportunity to develop meaningful, community-driven solutions. Our goal is to dig deep into the issues and help farmers identify where they can make the biggest bang for their buck", Matt Highway, director at EIS.
KEY MILESTONES
Launched in September 2024, The Big Picture Project will conclude in March 2025 with the presentation of final catchment plans. The table below outlines the project milestones, including key dates and objectives.
DECEMBER WORKSHOPS
In the first week of December 2024, we are hosting two-hour workshops in each sub-catchment for local farmers and growers. These sessions will give you a chance to review the scientific findings and help refine the actions proposed for your area. Your voice is crucial to making sure the solutions align with the realities of farming and growing in your sub-catchment.
By contributing to this process, you will help us create a tailored one-page work plan for your sub-catchment. These plans will not impose rules or regulations but will give farmers and catchment groups a roadmap for future planning to improve water quality, boost farm productivity, and open the door to future funding opportunities.
